Release with latest SQLite version

Hi,

can you please publish a new release with SQLite version 3.31.1? I can see the required change is already in the master.

The current 4.1.1 version of your package is including the sources of SQLite 3.30.1, which has known CVEs. Those are addressed with 3.31.1:

@ublock TravisCI was down on the 20th. I did trigger the builds yesterday, so the binaries exist already (except two versions are bugged Node v4 & Node v5).

Going to patch it up one last time for those versions, although I highly doubt anyone is using them still.

The next release is v5.0.0 and will drop support for Node < v10.
