has very high variance fwhen working with so few observations + using initial parameters in constrained space rather than unconstrained space since this has been addressed in `Turing.externalsampler`
to alllow us to specify a minimum atol that we're happy with

This PR is the beginning of the MCMCTempering.jl revival.
This just bumps all the versions and makes the package functional again.
