refactor: tsp plugin

Nothing major here.

• Updated OR-Tools Version
• Added max memory usage limit to the TSP plugin, 20GB / 50% of total system memory, whichever is smaller. If this limit bothers you for some reason, maybe reconsider what you're sending to TSP 😂 but otherwise open an issue and we can discuss making this value configurable
• Reworked the script and folder structure a bit for the or-tools code
• Trims down the docker image a little

It's not required to run the or-tools/install.sh script as the API hasn't changed but you won't get these changes until you do.
