Description

This PR adds the custom EPA colormap to the titiler. The functionality needs to be tested to ensure that it works correctly and then validated from the dataset POC. Then we can move forward with adding it to the ghgc backend.

Acceptance Criteria

  • Apply the custom colormap to the EPA dataset and verify visually
  • Validation from the dataset POC

Tested the new colormap from the above pr ^. It looks mostly good to me.
