Summary of Changes
For usage of the VISA feature, power-overwhelming requires the VISA library installed, which is not possible in the CI system. Therefore, expose visa as a feature of the power-overwhelming vcpkg port and add a MegaMol feature for this as well. It then is possible to build all of the power features (without VISA) also in CI, and allow to locally use the VISA feature if the library is installed.
