Closes Unidata#30 Fixes Unidata#32 Global file ID is no longer needed now that `nc_inq_type` can take a group ID (valid since netCDF-C 4.4.1)

Global file ID is no longer needed now that
nc_inq_typecan take a group ID (valid since netCDF-C 4.4.1).Includes test that fails without this change.
