The reason is that we annotate the adverb in Tha mi an-seo 'I am here' differently, as xcomp:pred from the one in mar a bha mi an-dè 'as I was yesterday', as advmod because I can be here (and I am) but I can't be yesterday.

AdvType=Loc (XPOS Rs in ARCOSG) can be a predicate, AdvType=Tim (XPOS Rt in ARCOSG) can't, AdvType=Man (some of the adverbs tagged with XPOS Rg in ARCOSG) can't either. This is not an exhaustive list of AdvTypes.
