Dockerリリース時テストのバージョンパラメータに空文字列が渡されて失敗するのを修正

内容

#650 で追加されたDockerイメージのリリース時テストが失敗しているので修正します。

needs.config.outputs.versionとneeds.config.outputs.version_or_latestを後者に統一したときの修正漏れだと思います。

ついでに以下の変更をしています。

• 非推奨化されたNode 12のActionが新たに含まれてしまったのでアップデート
  • CI: Node 12で動くActionをNode 16で動くバージョンにアップデートする voicevox#987
• steps.docker_vars.outputs.image_tagを参照しているところをクオート（イメージタグ名にスペースが入ることはないと思いますが、オプション指定などに流用されないように用途を明確にするため）
