Disable gsiff_daemon service (for now)

No one seems to be sure what this does, but there are lots of complaints
related to battery life and gsiff_daemon.  I did set up selinux rules so
that it works, but for now we'll disable it, and this can be reverted
if needed.

Use overlay to replace SensorService.cpp

I didn't know if the device overlays worked with .cpp files, but apparently it
does.  Putting this file in the overlay appears to remove the necessity for
modifying the framework itself.  Note any changes to SensorService will need
to be updated locally as well.

Change a whole host of framework configurations

There are a lot of changes here, from volte support, which probably
does nothing at all, to doze support (which will require gapps or other
cloud support) to long-hold and double-tap of the home button to activate
search and menu to auto-on buttons etc.

This is meant to be tweaked further, obviously, but didn't seem to
result in anything "bad".  Let's get some response and we can start
adjusting further.

The stylus gestures menu is now available, however for some reason to
be investigated, the gestures are not recognized.  This may be because
the stylus button press (BTN_STYLUS) is not properly becoming a framework
event.  The wacom driver is definitely detecting the press-- it remains
to be seen whether this is propogating to Android or not..  You can see
the detection of the button press by hitting the stylus button and checking
dmesg.

This was initially merged because of an android_hardware_samsung
dependency that wasn't being applied via breakfast/brunch
for me.  It is not needed due to (and conflicts with) the
VibratorHW.java that comes from hardware/samsung.

This reverts commit 64af1f4.
