Add support for publishing SNAPSHOTs to Sonatype Central Portal

Is your feature request related to a problem? Please describe.
I'd like to be able to publish *-SNAPSHOT versions of my projects with scala-cli publish, not just stable ones.

It seems it actually works with #3776
I thought it did not, since I misconfigured my Sonatype namespace while testing 🤦‍♂️
