Feat/marxan 1471 allow cloning published projects #1010

Overview

Any user should be able to clone a published project, not only the members of said project

Adds projectId and importId to the requested published project clone
Adds a clone method to project service with all the required error checks
Adds an endpoint to launch the published project clone process
Adds the new possible errors and maps them to their correct standard HTTP error codes
Adds the proper tests for this new functionality
