Update protected areas after uploading custom

Testing instructions

• Create a new scenario.
• Upload a custom protected area.
• Check that the dropdown with the list of protected areas is updated automatically and contains the PA you have already upload.
• Continue with the scenario creation process and check that the tabs are displayed correctly.
• Repeat the process uploading a protected area with the scenario you have already created.
