DevLake webhook API client

Description

• This PR includes a new devlake package, a basic client for the DevLake Webhook API (https://devlake.apache.org/docs/Plugins/webhook/). It allows to register deployments and incidents.
• Group some function in Sleuth package.
• Update dependencies.
