Rooms are a necessity in any conference... after all, how else can a speaker present a topic to the audience. There needs to be a room to do it in. The room administration area is only visible to people that can edit the module. You'll always find it on the Tracks page.
Once you click the Manage Rooms button, you'll be switched over to the Rooms Management view. This allows you to add, edit, assign, and delete rooms as you find necessary.
Clicking on the Add Room button will open a popup, where you can specify the room name/number, how many people it holds, description of the room (i.e., "to the left of the elevators"), and assign the room to a track. You won't be able to select a track for the room until after you've saved it once already.
Now that you've saved it, you can assign it to a track, edit the information, or delete it entirely.
