build(deps): bump tough-cookie and libnpmpublish

Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependency [libnpmpublish](https://github.com/npm/cli/tree/HEAD/workspaces/libnpmpublish). These dependencies need to be updated together.
