[Block Library]: Rename Comments pagination inner blocks (#44287)

This PR renames the inner blocks of Comments Pagination to make them distinguishable from the Query Pagination ones, in places we list them all like the Global Styles block list. We've added the `Comments` prefix to be consistent with the `Comment Pagination`.
