Gallery placeholder button is invisible #1478

This is a small one. The placeholder button just looks like text:

Note how on the Image placeholder, the button looks as intended.

The image placeholder has these classes: components-button button button-large, the gallery placeholder only has button button-large, but I can't figure out why.
