Describe the bug
When attempting to drag a block, the mouse has to be directly over one of the icons in the left-hand part of the toolbar, even though the cursor changes to a hand pointer style while over the padding surrounding the buttons.

In the following screenshot, if the pointer is outside of the blue focus ring but still in the toolbar, dragging doesn't work (except for when over the mover arrows):

To reproduce
Steps to reproduce the behavior:

  1. Add two blocks
  2. Move the pointer so that it's outside the block switcher button, but inside the toolbar
  3. Observe that the hand pointer style is shown indicating the block is draggable
  4. Try dragging and observe that nothing happens.

Expected behavior
Either the entire area is draggable, or the hand pointer style only displays while over the buttons in that part of the toolbar.

Still seems to be an issue, even with the newer drag handle.

I think this might be a firefox only issue
