Refining the Template Part block(s)

Now that template parts can be associated with semantic areas like "Header" and "Footer" several opportunities to leverage this and improve the UX emerge:

• Expose existing Template Parts in the Inserter (Expose existing Template Parts in the Inserter #31748)
• Colorise template part instances (initially proposed in Site Editor: Distinguish Template Parts #26599)
• Add a pathway to rename Template Parts from the toolbar #38908
• Template part: Remove transform options #29296
• Creating a from scratch template part via the Inserter (Make it possible to create a template part directly via the Inserter #31746)
• Polish the swapping interface for template parts (Polish the swapping interface for template parts #31747)
• Provide a way to view block patterns that are contextually relevant to the selected Template Part – Semantic Patterns #28737
• Contextual icons for template parts (Contextual icons for template parts #31749)
