What problem does this address?

I really like this feature of having a hover color over an image.
Images already have the possibility to have text on them, so i was wondering if a hover can be added.
Example: https://www.w3schools.com/howto/tryit.asp?filename=tryhow_css_image_overlay_fade

What is your proposed solution?

To have a new option on the image block, inside the text option:
image

Where you can set if a plain color overlay it is displayed on hover with the text.

As far as i know, when you click the text button on the image block settings, it turns the image block into a background block, so maybe this feature could be added to that one.
