Steps to Reproduce (for bugs)

  1. Using Enter or the new "line" inserter (Inserter: Try showing a "line" between two blocks on hover to insert a new empty block #5198), add an empty block in between paragraphs
  2. Press the Plus sign next to the inserter shortcuts
  3. Pick a block type from the list

Expected Behavior

The current empty block becomes of the selected block type.

Current Behavior

The current empty block remains as-is and a new block of the chosen type is appended at the bottom of the block list.
This does not happen when using /-insertion or when choosing one of the recently used shortcut types.
