I've heard this as a blocker for folks in adopting the command palette and, while there's a PR to address this #54515, I wanted to create a corresponding issue in the repo to make it easier to gather feedback and requests.

It would be great to have the Command Palette available outside the site editor as many commands could be reached faster if one doesn't have click through Appearance > Editor first.
IE: To reach the Custom CSS, you need to be in the editor screen before invoking the Command Palette. If you just need to fix something on the custom CSS screen.

This would be great! When you use the command palette to access something outside of the editor (ie, Woo settings), you have to go back to the editor to use it again (which just feels confusing).
