Docs: Update dev environment setup

Description

Updates the development environment setup, adds a quick start section at the front.
Clarifies usage of wp-env as a tool, how to use it with .wp-env.json and a working flow.

Fixes #24555

Documentation, run through tutorial and confirm works as expected.

I happen to add a comment about going through the uninstall guide here:

I can of course move both comments over here. It creates a better overview adding a full test of uninstall and install as a comment then adding it into the files changed area. Bigger tests are better as comments. Smaller fixes work well to add into the files changed area.
