Description
Fixes #25911.
The issue is that the Inner Blocks area being dragged into has collapsed to
0px
height. Since the Inner Blocks area represents the drop zone for blocks there was effectively no drop target.This PR ensures there's a min-height on widget area inner blocks. The drop target is still not perfect, but it is at least possible now.
Ideally the whole widget area block could act as a drop zone, I've documented in #26049, but given I'm not sure of the feasibility of that, this seems like a good incremental fix.
