Global Styles: Font Appearance should be enabled globally

This enables font appearance at the global level in Global Styles

How has this been tested?

This works in the frontend. In the global styles panel in the Site Editor, the appearance toggle isn't selected:

There are some issues with this line:

gutenberg/packages/block-editor/src/components/font-appearance-control/index.js

The strings are in a different format so they won't match...
