Description
Introduced by #33621. An early return was added for the post title. Instead, we should always check if the active element is entirely selected, not just for a single blocks selection.
I agree with @talldan's comment.
How has this been tested?
Add some blocks. Press cmd+A from the post title. The post title contents should be selected, not all the blocks.
The test added by #33621 should still pass.
