…mental skip serializiation is used. This ensures that the Gallery block is not exposed in the global styles UI, as its blockGap values are proceeded individually at the block level. Support for the Gallery block in global styles will be looked into in future follow-ups.

What?
WIP. Currently just a rebase of #39926 onto #40875. So far seems to be working ok
Why?
Fixes #35607.
How?
Adds styles to attach root padding values to children of the body element, instead of the body itself, so e.g. full width backgrounds can work.
