Fixed Categories (List) block center alignment in editor side #44004

Categories block center alignment setting is not reflecting on editor side.

Activate the Twenty Eleven Theme
Add Categories Block (or "Categories List" block if Gutenberg plugin is activated)
Select the "Display as dropdown" option in the sidebar
Change the alignment to center

Hi!
I was unable to get the CSS to work. I can not find [data-align="center"] when I view the editor source code for the block?

I also found that in themes that do not style the aligncenter CSS class, the center did not work on the front, so we need to fix that too.
I opened a new PR to fix this issue on Friday, because I did not see that you had already submitted this PR.
