Yeah, I am fine with this. Not happy, because I think the screen readers should generally be smarter about the mode change, but this is an acceptable workaround. Since there are keyboard ways out of this application, encompassing this complex widget in an application wrapper is fine I think.

Having the label passed in to the application role is much nicer because it gives the application a label that is also discoverable via browse mode navigation.
@MarcoZehe Am I going to get in trouble with the ARIA spec by removing the aria-label from the treegrid role? Seems like in this situation since we've got a dedicated application here, it should be fine.

What?
Fixes #43729 (with a trade-off)
Why?
When using NVDA, pressing right arrow while navigating in List View causes NVDA to switch to browse mode
How?
Adds a
role=applicationwrapper around List View. This isn't ideal because it changes the semantics, List View is announced as an application, but it does seem to solve the issue. I tried this after reading this article - https://www.accessibility-developer-guide.com/knowledge/screen-readers/desktop/browse-focus-modes/#side-note-application-mode.It seems this forces 'application mode'. The article mentions this can be a trap, but I couldn't see any issues with that in my testing. It could definitely do with more testing from experienced NVDA (and JAWS) users.
There may still be other unexplored options too, but this worked so I thought I'd make a PR.
Testing Instructions
In trunk: You will notice NVDA switches modes when it comes in contact with the options, button element.
In this branch: The mode isn't switched, arrow key navigation continues to work in List View
