This adds a method that flags when a user SHOULD have 2FA enabled, but it's not strictly required.

This can be useful as we'll be able to allow them to login, just with a nag to enable 2fa, without having removed their permissions to do things.

Currently this is only for "special" users, but `user_should_2fa()` will be extended to other roles soon.

This only applies to users whom 2FA is optional, but encouraged.
