FED-675 Stop running plugin build on Dart 3 to fix CI

Motivation

• CI was failing on Dart dev SDK (Dart 3), since Dart 3 doesn't support non-null-safe packages
  • Example failure: https://github.com/Workiva/over_react/actions/runs/3952617728/jobs/6767917314
• I also noticed that we were skipping the stable SDK for over_react due to not allowing analyzer 1, which is no longer the case

Changes

• Stop running CI on Dart 3 since it'll never pass
• Run main root CI on Dart stable as well
  • I started down this path and then ran into a few more issues, which we can address in a follow-up
