Motivation
The
design/data-flow.mdhasn't been updated since July 2020, and it is very outdated.In #1822, we add transaction version 5, which would require updates to this design.
Solution
Move the outdated design to a new
rfcs/draftsdirectory. Add the last modified date to the filename.Review
Anyone can review. This change is not urgent, it's just a cleanup.
