  • Work around Swift String bug that is preventing unit tests from running
  • Generate ConfigurationCommands from string properly
  • Filter out violations that occur in a region with a subregion that had turned that violation off

@jpsim this should work in theory. I'm bumping against a Swift string bug when I try to run the unit tests.
