feat: initial cut at JavaScript module

Adds first cut of a JavaScript module for injecting credit card payment icons.

To kick the tires:

$ npm install
$ npm run build:develop
$ npm serve

Visit localhost:8080 to see the available icons injected into a demo page.

If this fits the bill, I'll switch gears to getting a package published!
