purl-validator: Create PurlValidator libraries #20
Description
A Purl validator is based on a dense interleaved and compact automatons containing the PURLs to validate against to support work fully offline, including in air-gapped environments, and immediately answer the question: Is this PURL correct and does the package it represents exist? Note that this is for all available ecosystems. This is not restricted to the implementation languages listed here e.g, Python, Rust and Go that we create a s a start.
