When scanning wheel package also collect Classifiers as declared licenses #1749

Somehow for wheel we only collect the "license" field

We now return proper keywords and license.
Also add new rule for Simplified BSD.

The Pypi parser has been enhanced to collect classifiers while scanning wheels.
