It is not possible to load RtlCaptureStackBackTrace at static init time in UWP. CaptureStackBackTrace is the public version of RtlCaptureStackBackTrace.
Using WINAPI_FAMILY_PARTITION family of macros for detecting when building for UWP or Desktop.
