Advanced Fatigue - Disable sway when Advanced Fatigue is off

there was some discussion about what should happen if AF is disabled but medical is enabled
if we want the stance baseline to still apply or possibly move to common
but I think the PR is good as is and something we can look at in the future if it's a problem
