documentation: create page for help with dependencies

The page should include:

• a list of dependencies and the minimum version required. This should also be reflected in the cmake code, to give an error when cmaking if an insufficient version is present
• notes for each dependency on how to install it. There should be a natural way to present the info for linux and windows separately if needed, as it's often quite a different process
