Is the vcruntime140.dll here updated to fix #10004?

@h-vetinari if you observed crashes when running a newly built binary in conda, you need to install the latest vs2015_runtime conda package from conda-forge.

Yes, I help maintain these packages in conda-forge (and actually vc14_runtime is preferred), but #10004 happens completely without any involvement of conda.

I think the DLL that was causing problems was msvcp140.dll, not vcruntime140.dll. And by default miniconda ships with a vs2015_runtime package which contains an old version of the msvcp140.dll. CPython doesn't.
