Add Irish dotted consonants #117

The font family as well as the Source Code Pro fonts support Irish but it only contains dotted cgms.

The dotted bdfpt should be added in the next update for Latin-8 support.

See the image, the top paragraph is set in Calibri which contains all the dotted consonants, the bottom paragraph is set in Source Sans Pro which has some dotted consonants.

Updates hinting dicts. Re-hints all font instances. Adds titling (cap-height) figures to `ss19`. Adds dotted characters for Irish (issue #117).

Checked in Roman version 2.034 and Italic version 1.084. These are now present.

Fixed in version 2.040.
