Fixed layout issues in the CLA page by adjusting the header position and ensuring options are clearly visible.

This change improves the user experience by making the header and options on the CLA page more readable and accessible.
How Has This Been Tested?
Tested on local development environment to verify that the header is fixed and options are fully visible without overlap.
