fix: update @adobe dependencies to their next major version, misc dependencies

This is to prep for a major version release.
I ran npm outdated and updated what I could that was non-ESM and non-breaking.

How Has This Been Tested?

• aio plugins link .
• aio app init foo
• cd foo
• aio app run
• aio app run --local (make sure runtime: nodejs:16 is set for your action if you are on an ARM chip)

Types of changes

• Bug fix (non-breaking change which fixes an issue)
• New feature (non-breaking change which adds functionality)
• Breaking change (fix or feature that would cause existing functionality to change)
