Debug > Run Tests menu item should be disabled in installer builds

With HTML menus, Debug > Run Tests is disabled in installer builds. This is not disabled in Sprint 19 with Native menus.

Note that clicking it does nothing.

maybe you should consider just checking if the test folder exists and disable the menu item if not

@WebsiteDeveloper: that is exactly what we do, and why this was working in previous builds (see DebugCommandHandlers.js). There is a bug in the new native menu implementation related to menu items that are initially disabled at the time they're created.
