Split View Icon Quality Changes on Hover on On Retina MBP

If you look at the split view icon up close you could see that it changes quality when your mouse cursor is moving on the sidebar.

I'm not sure what the cause is. The cog icon next to it seems fine so we must be doing something different to the split icon.

This sounds different than the "split chooser icon is blinking" issue mentioned in #9486 because this only happens on hover.

@redmunds it actually blinks but it would stop blinking sometimes. It can be triggered again by hovering over the sidebar. This is a Retina only issue AFAIK.

@larz0 does the blinking still reproduce now that the sidebar is position:absolute ?

@JeffryBooher blinking stopped but we need to merge #9506 because that icon is blurry on retina.
