Add Capacity fields for Capacity Forecaster

Description

Add schema capacity fields - to be updated by the Capacity Forecaster.

The Capacity Forecaster is monitoring and gathering a large set of metrics to calculate the overall capacity of a cluster. It uses the current capacity and workloads to feed recommendations the processes that provide tenant provisioning, cluster deployments, and cloud capacity forecasting.
