fix: diff-gen - deprecation in sets not being detected

Description

Changes to token deprecation were not being detected when the deprecation was being done in sets, rather than at the root. Also true for un-deprecating tokens.

Test failure is from adding deprecated tokens: they're going into the deprecated token bucket instead of the new token bucket, now.
