This rewrite associates resource roots to web apps and prevents a cross product between containers and resource root path strings.

This rewrite removes a cross product between resource root paths and containers.
In addition we detect more resource roots by doing a lower case compare on the attribute defining resource roots.
In the process I pushed more context to the JSON parser that might not have been necessary, but I will leave it for now.
