Move first part of the files in the #97 issue.

Tasks

  • Move files on CS Board ticket #75352 with "TO MOVE" tags
  • Update Deprecated wiki pages with a warning message.

Acceptance criteria

  • No internal documents from the CFIA should be in this repository
  • Every documentation and training that a developer would need that is not CFIA related should be in the repository
  • Documentation should be :
    • Placed by categories in the right repository
    • Given a meaningful title
    • Formatted to be easily readable and easy to understand
  • Remove all internal links
  • Fuse document fragments

@nmeraihi believe this should be merged. there is nothing much sensitive here as we've both went through it me and @ibrahim-kabir
