Send available and enabled streams in Segment call

What

Closes #11849

Adds enabled_streams and available_streams data to the existing call to Segment.

Does not change anything visually in the front end.

How

The data was already being pulled as part of the submit function, this adds it to the existing Segment call per the referenced issue.
